The abbreviation of JMB stands for Joint Management Body, so who are they? JMB is an interim body, comprised of the developer and strata owners/purchasers under section 17 of the Strata Management Act 2013 (SMA). They work together and responsible for the proper maintenance and management for buildings and common property/areas and its related matters before strata titles are issued by the land office for all the stratified developments like high-rise residences such as condominiums, apartments, flats and town-houses.
The 1st Annual General Meeting (AGM) of the JMB must be convened within 12 months from the date of delivery of vacant possession (VP) by the developer to the purchasers. The JMB will continue to exist and perform its duties until it is dissolved. Once the JMB is dissolved, the Management Corporation (MC) or Joint Management Corporation (JMC) takes over its role.
JMB’s Duties & Power
The duties and power of JMB based on SMA 2013, which can be summarized as below:-
To maintain a proper register of all parcels owners of the building.
To comply with building regulations and notices enforced by local authorities.
To ensure the property is appropriately insured and protected.
To maintain & manage common shared areas; such as the swimming pool, gymnasium, multi-purpose halls, lifts and etc.
To determine, bill, and enforce the collection of maintenance fees in proportion to the allocated share units of every parcel owner for maintenance and up keeping works.
To determine and impose contribution to the sinking fund into which JMB shall be paid such portion of the contributions for the purposes of painting of the facade, refurbishment works, or replacement of fixtures and fittings.
To ensure financial transparency of maintenance accounts managed by JMB under the SMA 2013 are audited.
To enforce relevant by-laws or rules set out in the Strata Management (Maintenance & Management) Regulations 2015 as well as the Deed of Mutual Covenants this spells out the ‘house rules’ that all residents must follow.
To do such other things as may be necessary for the proper maintenance and management of the buildings and the common property.
JMB Management System Malaysia
The Joint Management Body (JMB) is entrusted with the responsibilities and power to manage common areas of stratified developments like residential condominiums and apartments, enforces by-laws and collect maintenance charges and contributions to the sinking fund and others.

Payment Management
The management will either issue a debit note or a credit note, for example after the renovation work has done. M4U Home system accepts payment through FPX gateway for maintenance bill payments, which is very convenient for all parcel owners/residents to settle their monthly maintenance bills/invoices. The system will automatically generate official receipts once payments are made via FPX payment gateway to parcel owners/residents respectively.
As mentioned by the president of the Real Estate and Housing Developers’ Association (Rehda) that, the JMB has the right to act against any maintenance fees defaulters. JMB can block the access cards and turn off the water supply after specific period has passed and the maintenance defaulters still fail to pay their maintenance fees, then JMB can take legal action against them.
Complaints/Feedback Management
Residents can file a complaint to the JMB regarding the issue of inter floor water leakage, lifts breakdown, insufficient parking lots, late issuance of strata title, etc. via M4U Home mobile app. The JMB noted immediately via M4U Home web portal. The residents are able to check the status or progress of the complaints they filed with JMB at any time anywhere.
Parking Lots Management
Limited parking spaces seem like a common problem throughout our cities and it’s not just a problem at stratified developments. In M4U Home system we have Parking Lots Management features. If your designated parking lot is occupied by another parcel owner, resident or visitor, you just file a complaint via the M4U Home mobile app at your fingertip to notify JMB about this matter immediately. The same applies to vehicles causing an obstruction. If you have guests, visitor parking is usually allowed in common parking space. Nowadays, the new high-rise condominiums, serviced apartments come with visitor parking lots.
Notice Board
All strata owners/residents can write in to the JMB requesting for an Emergency General Meeting (EGM) to address a few pertinent issues like criminal activity in the car park area and the main roof water tanks bursting and flooding the owners/residents’ units. In M4U Home system, JMB can put up and publishes and send notification of the EGM’s date, time and venue to all parcel owners/residents. If it is only meant for selected blocks/ownes/residents, the M4U Home system can do so as well as uploading jpeg or PDF.
Facilities Management
JMB has the responsibility to maintain & manage common shared areas; such as the swimming pool, gymnasium, multi-purpose halls, badminton courts and etc. for owners/residents to relax, sport, exercise and organize an event at the multi-purpose halls.
To avoid unnecessary disappointments, residents have to pre-book the facilities according to the available slots, the date & time at the M4U Home app. While utilizing the facilities, all residents must adhere to the rules and regulations set forth by the JMB, besides Covid-19 SOP.
Committee Members Management
The JMB is able to update the current year committee members' profiles and information. Any newly appointed or resignation of committee members, the parcel owners/residents will be notified, so that they are aware of the changes of Committee members in the Joint Management Body.
Notification
With this function, JMB can process parcel owners/residents’ renovation application, complaint and facilities booking immediately. Parcel owners/residents will receive instant notification when JMB publishes announcements and notices. While visitors check-in and check-out of the community, the host (parcel owners/residents) will get real-time notification as well.
Security Management
Safeguard and maintain the neighbourhood’s security at all times, to deter crime and prevent illegal activities. M4U Security management system coupled with Visitor Management System-(VMS) to promote harmonious living, create a peaceful and safe environment for all parcel owners/residents in the strata developments such as high-rise & high-end residential condominiums and apartments. The security guards’ contact numbers and important numbers (e.g. Ambulance, Police station, Hospital, etc.) are listed in the system. JMB can trace and follow up the SOS report from the system.
Security Patrolling
The main purpose of a patrol is to maintain the security of the premises under the JMB security guard’s authority. JMB creates and assigns patrol schedules for the security guards to patrol using NFC enabled Android mobile phones in M4U Security System. The security guards are required to tag all the assigned patrol checkpoints with the NFC tags. The JMB staff can monitor and view their guards patrolling activities in real time at M4U Security System web portal. JMB can generate monthly patrol reports based on real data to review.
